iam from africa and because of our warm weather the flies are always active and iam not sure if the HU composting will help or hinder their breeding.

It should hinder their breeding, as properly composted organic material is not suitable for fly breeding, whereas raw sewage is.

my concern is before and during the composting process.only 2 weeks needed for the fly to complete its cycle. food scraps+humanure+carbonic materials might help the white larvae to feed.

You should give it a try and find out. Our climate here in Pennsylvania, USA is quite tropical in the summer months. Very rainy and hot. I have been to the tropics several times (Central and South America) and it is very similar to PA in the summertime. That is why I don't think flies would be a problem. We don't have a problem here in the summer months with flies at all, despite the rain and heat. But the compost pile has to be adequately covered.
