Can these items be composted, if so would cutting them up be better?

Technicly anything that oxidizes (reacts to oxygen) can be composted. Even metal. That doesnt mean that the end result will be usable or healthy, it just means it can be broken down.

For bi-material items like waxed paper, or foil glued to wood, if your going to try to compost them, do this in a non-food compost. Like for trees or shrubs.

You will need to shred these items and like everything else, the smaller the pieces, the more surface area there is for decay to attach to.

Processed packaging will take longer to compost and may still have items that wont decompose in our lifetime. Its probably better to send this out for recycling.

Keep in mind also, whatever food resude that may be on these items also will effect the performance of your compost in the way of smell, decay rate, and attraction value to unwanted guests like rats and elephants.
