that this creates a concrete floor to your composting pile should have no impact, once the pile gets large enough. it the beginning it may slow down the startup because the concrete will be 'cold' and does not allow contact to soil organisms. but once the pile grows large enough, everything should take off, just fine.

Is there any issue with impedance to the thermophilic process if a humanure heap is built over an old stair case in the garden. See pic attached.
